LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 17, 2019

TO:
Honorable Chris Turner, Chair, House Committee on Higher Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB1378 by Buckingham (Relating to meeting the graduate medical education needs of medical degree programs offered or proposed by public institutions of higher education.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend statute to require medical degree programs that plan to increase enrollment to propose a corresponding increase in the number of first-year residency positions sufficient to accommodate the institution's planned increases in class size. The bill would also require that any institution that experienced greater enrollment growth than anticipated in its graduate medical education plan to submit an updated plan to the Higher Education Coordinating Board that takes account of current and future anticipated enrollment growth in the institution's medical degree programs.

It is assumed that provisions of the bill relating to the graduate medical education needs of medical degree programs offered by or proposed by public institutions of higher education could be absorbed utilizing existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
