No significant fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code regarding the administration, implementation, and enforcement of federal produce safety standards of the Texas Department of Agriculture (TDA) to specify that the rules imposed by TDA may not impose more or stricter requirements than those set forth by the U.S. Food and Drug Administration.

Based on the analysis of TDA, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.

The bill would take effect immediately upon receiving a two-thirds vote in both houses; otherwise, the bill would take effect September 1, 2019.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
