No significant fiscal implication to the State is anticipated.

The bill relates to the fixed tuition rate price plan offered by certain general academic teaching institutions. Under provisions of the bill, an institution would provide a rebate of tuition charges if a student participating in the fixed degree plan is awarded a baccalaureate degree by the institution within four calendar years after the date of the student's initial enrollment at any public or private institution of higher education. A student who is awarded a baccalaureate degree within five calendar years could also receive a lesser rebate amount. The institutions would determine the amount of the rebate. Since institutions can determine the amount of the rebate, this analysis assumes that any costs associated with implementing the rebate program would not be significant.
