April 26, 2019

TO:
Honorable Kelly Hancock, Chair, Senate Committee on Business & Commerce

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB1503 by Zaffirini (Relating to civil works projects and other construction projects of governmental entities.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Subchapter B of Chapter 2269 of the Government Code, relating to contracting and delivery procedures for construction projects.

The bill would authorize a governmental entity to implement a prequalification process to eliminate unqualified offerors from consideration for a civil works project and specify requirements and authorizations with regards to the process.

The Facilities Commission, Department of Transportation, Department of Criminal Justice, Military Department, Parks and Wildlife Department, The University of Texas System Administration, Historical Commission, Texas A&M University System Administrative and General Offices, Texas Education Agency, and Department of Public Safety indicate that the bill would have no significant fiscal impact on the respective agency or institution. This analysis assumes any costs to the Preservation Board could be absorbed within current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
