No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require that the Texas Commission on Environmental Quality (TCEQ) cannot consider post-use polymers or recoverable feedstock to be solid waste if these items were converted using pyrolysis or gasification into a raw, intermediate, or final product as defined in the bill. In addition, TCEQ would be required to conduct a study to promote sustainable materials management, the development and use of pyrolysis and gasification processes, and examination of post-use polymers and recoverable feedstocks.
 
This analysis assumes duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
