No significant fiscal implication to the State is anticipated.

The bill would amend the Agriculture Code to require a public warehouse operator to issue a receipt to any person who deposits grapes in a warehouse and requests a receipt. The bill would exempt from regulation any grape byproducts, including byproducts with an alcohol content, until the product is removed from a warehouse or mixed with another ingredient. Based on the analysis of the Texas Department of Agriculture and the Alcoholic Beverage Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
