No significant fiscal implication to the State is anticipated.

The bill would make certain statutory changes regarding mopeds, amend how they are classified in the Transportation Code, and remove the $8 fee for moped authorization for Class A, B, and C license holders. The bill would also require the Comptroller of Public Accounts to determine whether any transfer of money for deposit to Texas Mobility Fund 0365 would be necessary to comply with the Texas Constitution. Any amount determined would be transferred from General Revenue Fund 0001.
 

According to analysis provided by the Comptroller of Public Accounts, under current law, a person who holds a Class A, B, C, or commercial driver's license may be authorized to operate a moped. There is a fee of $8 for this moped authorization. The bill would eliminate the requirement for a license holder who wishes to operate a moped (but not a motorcycle) to obtain this authorization. Information from the Texas Department of Public Safety indicates that moped licenses are renewed every six years and the bill would impact approximately 7,000 moped authorizations. Of the $8 authorization fee, currently $3 goes to Texas Mobility Fund 0365 and $5 goes to GR Account 0501 - Motorcycle Education. There would be a minimal negative revenue implication as the result of the provisions of the bill.

The bill would take effect September 1, 2019.
