No significant fiscal implication to the State is anticipated.

The agency is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the agency may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.

The bill would require the Health and Human Services Commission to establish a separate provider type for local health departments, including health service regional offices acting the capacity of local health departments, for purposes of enrollment as a provider for and reimbursement under the medical assistance program. The bill would take effect September 1, 2019.
 
This analysis assumes that costs associated with adding a new provider type could be absorbed within existing agency resources.
