FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 25, 2019

TO:
Honorable Lois W. Kolkhorst, Chair, Senate Committee on Health & Human Services

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB2021 by Miles (Relating to providing access to local health departments and certain health service regional offices under the Medicaid managed care program.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The agency is required to implement a provision of this Act only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the agency may, but is not required to, implement a provision of this Act using other appropriations available for that purpose.

The bill would require the Health and Human Services Commission (HHSC) to require Medicaid managed care organizations to seek participation from local health departments and health service regional offices acting in the capacity of a local health department and to include these providers in their provider networks for at least three years. According to HHSC, any costs associated with implementing the provisions of the bill can be absorbed within the available resources of the agency.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. Local health departments and health service regional offices may experience increased Medicaid reimbursements.
