No significant fiscal implication to the State is anticipated.

The bill relates to the enforcement of certain requirements regarding the transfer of course credit between public institutions of higher education. Under provisions of the bill, an institution is required to waive tuition and required fees for an admitted transfer student for semester credit hours that are not counted towards the student's degree program or in which the student receives elective credit only.

The bill would primarily impact designated tuition and fess, which are classified as institutional funds, and therefore would not impact the state. The bill would also impact laboratory fees, student teaching fees, and special course fees, that are accounted as educational and general income, or statutory tuition in the General Appropriations Act. Higher Education System Offices reported that the impact in foregone revenues from providing the exemption could be significant, ranging from $0.7 million to $15.9 million per year, across their component institutions.

This analysis assumes that any costs for institutions of higher education to implement programming changes to student billing systems associated with the bill, could be absorbed within current resources.
