No significant fiscal implication to the State is anticipated.

The bill would amend Chapter 552 of the Health and Safety Code to require the Health and Human Services Commission (HHSC) to develop a plan to transfer the operations of certain state hospitals from HHSC to a public institution of higher education. The bill would require HHSC to produce a report containing the plan and recommendations by September 1, 2020. The bill would take effect September 1, 2019.

Based on the Legislative Budget Board's analysis of HHSC, it is assumed that the provisions of the bill relating to developing a plan to contract with public institutions of higher education to operate state hospitals could be absorbed using existing resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
