FISCAL NOTE, 86TH LEGISLATIVE REGULAR SESSION

April 22, 2019

TO:
Honorable Larry Taylor, Chair, Senate Committee on Education

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
SB2201 by Fallon (Relating to local goals for public education and governance of local school districts.), As Introduced

No significant fiscal implication to the State is anticipated.

It is assumed that the provisions of the bill relating to local goals for public education and governance of local school districts could be absorbed using existing resources.

Local Government Impact

This analysis assumes that the requirements of the bill relating to student outcomes planning may result in costs for certain districts. The bill would require districts to annually develop 1, 3 and 5 year plans for improving student outcomes in reading, math and other areas identified by the district.  Plans would address specific demographic categories, such as household income, native language, ethnicity, and gender.  By September 1 of each year, the bill requires districts to submit a report assessing progress toward the plan's achievement goals to the agency and post to the district website.
