No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code relating to the administration of the Jobs and Education for Texans (JET) Grant Program. The bill would allow local manufacturing facilities to become an eligible recipient of JET grant funds if there is no public junior college, public technical institute, or public state college located in close geographic proximity to an independent school district in a rural area. This analysis assumes that the allowance of grants to local manufacturing facilities would have a minimal effect on the overall level of awards. The bill would also require a biennial report on results and outcomes of JET grants awarded.
 
Based on the analysis of the Texas Workforce Commission, it is assumed that the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
 
The bill would take effect on September 1, 2019.
