Honorable Dan Patrick, Lieutenant Governor, Senate
FROM:
John McGeady, Assistant Director Sarah Keyton, Assistant Director Legislative Budget Board
IN RE:
SB2212 by Taylor (Relating to the maintenance and operation of certain projects by certain drainage districts.), As Passed 2nd House
No significant fiscal implication to the State is anticipated.
The bill would amend the Acts of the 57th Legislature, 1962, to authorize certain drainage districts to enter into certain partnership agreements with the United States Army Corps of Engineers. The bill would authorize entry into a public-private partnership to fund a local share of the costs of the operation and maintenance of projects undertaken and entry into a project partnership agreement with the General Land Office (GLO) or another state agency. The bill would require a biennial report from districts to GLO and the Legislature on expenditures of state money for any project and any needed additional money for future biennia.
While the bill requires a report on expenditures of state funds and projected future additional required money, the bill does not create an obligation for any action on the part of GLO or the Legislature in response to this required report.
Local Government Impact
No significant fiscal implication to units of local government is anticipated from this bill. Preparing the required report to GLO and the Legislature could likely be accomplished using existing local resources.
