SB2357 by Lucio (Relating to issues affecting counties and other political subdivisions of the state.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Government Code: to extend certain statutorily required training to emergency management coordinators in certain counties; to require that certain emergency management programs associated with counties must provide for catastrophic debris management.

The bill would amend the Local Government Code: to broaden an exemption that certain counties may be required to obtain permits from certain political subdivisions; to require submission of certain bids or proposals through electronic submission and remove an exiting requirement that hard copy bids be accepted; to expand an existing authorization for county assistance districts to perform certain functions; to remove the Comptroller as a recipient of certain audit and reporting requirements of regional planning commissions.

According to the Department of Public Safety, no fiscal implication to the State is anticipated from provisions of the bill related to emergency management training.

According to the Comptroller of Public Accounts, there would be no administrative costs to the office from provisions of the bill relating to removal of reporting requirements from regional planning commissions.

Local Government Impact

According to the Texas Association of Counties, the bill is not expected to have a significant fiscal impact on counties.

According to the Texas Municipal League, the bill is not expected to have a significant fiscal impact on cities.

According to Dallas County, the provisions of the bill relating to obtaining permits would not have a fiscal impact on the county.
