The bill would require the state to pass a strict scrutiny test in order to restrict or interfere with a parent's rights to make decisions in raising their child as defined in the provisions of the bill. Based on the analysis of the Office of Court Administration, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
