No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code to require responsible parties of certain accidental discharges or spills to notify the county judge of the county in which the spill or discharge occurred in addition to the Texas Commission on Environmental Quality. Based on the analysis of the Texas Commission on Environmental Quality, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
