IN RE: | HB428 by Shaheen (Relating to the solicitation of pen pals by certain inmates of the Texas Department of Criminal Justice.), As Introduced |
The provisions of the bill addressed by this analysis would amend the Government Code to require the Texas Department of Criminal Justice (TDCJ) to adopt a policy prohibiting certain individuals from placing an advertisement soliciting a pen pal on a website operated for that purpose, regardless of whether another person submits or pays for the advertisement.
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
