HB428 by Shaheen (Relating to the solicitation of pen pals by certain inmates of the Texas Department of Criminal Justice.), As Introduced

The provisions of the bill addressed by this analysis would amend the Government Code to require the Texas Department of Criminal Justice (TDCJ) to adopt a policy prohibiting certain individuals from placing an advertisement soliciting a pen pal on a website operated for that purpose, regardless of whether another person submits or pays for the advertisement.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
