The provisions of the bill addressed by this analysis would amend the Code of Criminal Procedure as it relates to the restoration of certain rights to a criminal defendant. Under the provisions of the bill, an individual convicted of any offense under state law would be permitted to apply for restoration of civil rights after certain conditions are met. The bill would also modify the period an individual, who has been convicted under the laws of another country, must wait before applying for restoration of civil rights.
This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources.
