March 13, 2019

TO:
Honorable James White, Chair, House Committee on Corrections

FROM:

Legislative Budget Board

IN RE:
HB1191 by Johnson, Jarvis (Relating to an annual report concerning the number of inmates who have been in the conservatorship of a state agency responsible for providing child protective services.), As Introduced

The provisions of the bill addressed by this analysis would amend the Government Code as it relates to an annual report concerning the number of incarcerated individuals who have been in the conservatorship of a state agency responsible for providing child protective services. Under the provisions of the bill, the Texas Department of Criminal Justice would make publicly available online and submit to certain members of state government a report about the number of incarcerated individuals who have been in the conservatorship of a state agency responsible for providing child protective services.

This analysis assumes the provisions of the bill would not result in a significant impact on the demand for state correctional resources. The bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.
