86TH LEGISLATIVE REGULAR SESSION

March 12, 2019

TO:
Honorable Harold V. Dutton, Jr., Chair, House Committee on Juvenile Justice & Family Issues

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB1364 by Wu (Relating to the age of a child at which a juvenile court may exercise jurisdiction over the child and to the minimum age of criminal responsibility.), As Introduced

The provisions of the bill addressed by this analysis would amend various codes to raise the minimum age from 10 to 12 at which a person may be subject to the jurisdiction of a juvenile court.

This analysis assumes the provisions of the bill would not result in a significant impact on adult correctional populations or on the demand for adult state correctional resources. The bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of an adult for community supervision, parole, or mandatory supervision.
