HB3015 by Talarico (Relating to educational requirements for inmates who are younger than 18 years of age.), As Introduced

The provisions of the bill that would amend the Government Code as it relates to educational requirements for inmates who are younger than 18 years of age are the subject of this analysis. Under the provisions of the bill, the Texas Department of Criminal Justice, collaborating with other agencies, would provide education as outlined in the bill to incarcerated individuals younger than 18 years of age.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources. The bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.
