April 10, 2019

TO:
Honorable James White, Chair, House Committee on Corrections

FROM:
John McGeady, Assistant Director     Sarah Keyton, Assistant Director
Legislative Budget Board

IN RE:
HB3620 by Reynolds (Relating to the creation of a mental health treatment for incarceration diversion pilot program.), As Introduced

The provisions of the bill that would amend the Health and Safety Code as it relates to the creation of a mental health treatment for incarceration diversion pilot program are the subject of this analysis. Under the provisions of the bill, a pilot program would be established in a county as outlined in the bill.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources. The bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.
