HB4009 by Toth (Relating to the establishment, operation, and funding of victim-offender mediation programs; authorizing fees.), As Introduced

The provisions of the bill that would amend various codes as they relate to the establishment, operation, and funding of victim-offender mediation programs are the subject of this analysis. Under the provisions of the bill, a pretrial victim-offender mediation program may be established in the county or municipality for certain persons as specified in the bill.

This analysis assumes the provisions of the bill would not result in a significant impact on state correctional populations or on the demand for state correctional resources. The bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.
