The provisions of the resolution addressed by this analysis would amend the Texas Constitution as it relates to proposing a constitutional amendment authorizing the legislature to enact laws providing for a court to grant a commutation of punishment to a person who has successfully served the required number of years on parole.  

This analysis assumes the provisions of the resolution would not result in a significant impact on the demand for state correctional resources.
