Pursuant to an announcement from the House floor on May 6, 2019, the House Committee on Natural Resources met in a formal meeting and was called to order by the chair, Representative Larson, at 11:02 a.m.

Representative Metcalf offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Metcalf moved that SB 7, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
