Pursuant to an announcement from the house floor on May 16, 2019, and permission granted on May 16, 2019, to meet while the House was in session, the House Committee on Natural Resources met in a formal meeting and was called to order by the chair, Representative Larson, at 12:45 p.m.

The initial quorum call was answered as follows: Representatives Larson; Metcalf; Dominguez; Harris; Lang; and Oliverson.

A quorum was present.

The chair moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

Representative Dominguez offered a complete committee substitute.

The committee substitute was adopted without objection.

Representative Dominguez moved that SB 2452, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:

Ayes:                           Representatives Larson; Metcalf; Dominguez; Farrar; Harris; Lang; Oliverson (7).

Nays:                           None (0).

Present, Not Voting:   None (0).

Absent:                        Representatives King, Tracy O.; Nevárez; Price; Ramos (4).

The chair moved to reconsider the vote by which the measure was reported from committee.  The motion to reconsider prevailed without objection.

Representative Dominguez offered a complete committee substitute.

Representative Dominguez moved that SJR 79, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.  The motion prevailed by the following record vote:
