Pursuant to a notice posted on May 8, 2019, and a suspension of the 5-day posting rule on May 10, 2019, the House Committee on State Affairs met in a public hearing and was called to order by the chair, Representative Phelan, at 10:34 a.m.

 

The initial quorum call was answered as follows: Representatives Phelan; Deshotel; Holland; Hunter; King, Phil; Raymond; and Springer.
