Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Business & Commerce was held on Thursday, April 25, 2019, at Senator Hancock's Desk.

The chair called the meeting to order at 8:00 AM. There being a quorum present, the following business was transacted:

The chair laid out HB 81 as a matter of pending business. Senator Nichols moved that HB 81 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nichols moved that HB 81 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out SB 985, as a matter of pending business by Senator Kolkhorst. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that SB 985 do not pass but that the committee substitute to SB 985 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nichols moved that CSSB 985 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 402 as a matter of pending business. Senator Zaffirini moved that HB 402 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Zaffirini moved that HB 402 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 1397 as a matter of pending business. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that SB 1397 do not pass but that the committee substitute to SB 1397 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nichols moved that CSSB 1397 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out SB 1854 as a matter of pending business. Senator Paxton moved that SB 1854 be reported back to the full senate with the recommendation that it do pass and be printed. The motion carried with a record vote of  7 ayes, 2 nays, 0 present not voting, and 0 absent.

The chair laid out SB 1882 as a matter of pending business. Senator Nichols moved adoption of the committee substitute; without objection, it was so ordered. Senator Nichols moved that SB 1882 do not pass but that the committee substitute to SB 1882 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nichols moved that CSSB 1882 be recommended for the Local and Uncontested Calendar; without objection, it was so ordered.

The chair laid out HB 1442, as a matter of pending business, by Hall. Senator Nichols sends up Committee Amendment #1. Senator Nichols moves adoption of the Amendment; without objection, it was so ordered. Senator Nichols sends up Committee Amendment #2. Senator Nichols moves adoption of the Amendment; without objection, it was so ordered. Senator Nichols moves to roll both amendments into a Committee Substitute; without objection, it was so ordered. Senator Nichols now moves adoption of the Committee Substitute; without objection, it was so ordered. Senator Nichols moved that HB 1442 do not pass but that the Committee Substitute to HB 1442 do pass and be recommended to the full senate. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Nichols assumed the chair.

The chair laid out HB 2263, in lieu of SB 2116, by Hancock. Senator Hancock moved that HB 2263 be reported back to the full senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Hancock resumed the chair.

There being no further business, Senator Hancock moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
