The Chair called the meeting to order at 9:30 AM. There being a quorum present at 9:32 AM, the following business was transacted:

 

The following members arrived after the roll was called: Senator Charles Schwertner, Senator Donna Campbell, Senator Pat Fallon, and Senator José Menéndez.
