Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Intergovernmental Relations was held on Wednesday, April 24, 2019, at Senator Lucio, Jr.'s Desk.

The Chair called the meeting to order at 4:48 PM. There being a quorum present, the following business was transacted:
The Chair laid out as a matter of pending business SB 2318. Senator Campbell moved that SB 2318 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.
The Chair laid out as a matter of pending business SB 1689 and recognized the author, Senator West, to explain the difference between the committee substitute and the senate bill as filed. Senator Alvarado sent up a committee substitute and moved adoption of the committee substitute; without objection, it was so ordered. Senator Alvarado moved that SB 1689 do not pass but that the committee substitute adopted in lieu thereof be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 2 nays, 0 present not voting, and 0 absent.
The Chair laid out as a matter of pending business SB 2072. Senator Nichols moved that SB 2072 do not pass but that the committee substitute adopted in lieu thereof on April 16, 2019 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 0 absent.
At 4:52 PM Senator Schwertner assumed the chair.
The Chair laid out as a matter of pending business SB 2005. Senator Lucio moved that SB 2005 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent.
At 4:53 PM Senator Lucio resumed the chair.
The Chair laid out as a matter of pending business SB 2250. Senator Alvarado moved that SB 2250 do not pass but that the committee substitute adopted in lieu thereof on April 15, 2019 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent.
There being no further business, at 4:54 PM Senator Menéndez moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
