Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Thursday, April 25, 2019, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:06 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 2361 and recognized the author, Senator West, to explain the bill.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that public testimony be closed; without objection, it was so ordered.

 

Senator Taylor moved that SB 2361 be left pending; without objection, it was so ordered.

 

The chair laid out HB 3 and SB 4 and Senator Taylor explained the bills.

 

Senator Taylor sent up a committee substitutes for HB 3 and SB 4. Senator Taylor explained the difference between the committee substitutes and HB 3 as engrossed and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 10:32 AM, roll call was taken and a quorum was established.

 

Senator Taylor moved that public HB 3 and SB 4 be left pending until after session; without objection, it was so ordered.

 

At 10:57 AM Senator Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

At 3:15 PM Senator Taylor reconvened the meeting.

Senator Watson moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Watson moved that SB 232 do not pass but that CSSB 232 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 2 absent.

 

Senator Watson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Hughes moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Hughes moved that SB 784 do not pass but that CSSB 784 be reported back to the Senate with the recommendation that it do pass and be printed. The motion failed to receive an affirmative vote of the majority of the committee membership with a record vote of 5 ayes, 3 nays, 0 present not voting, and 3 absent.

 

Senator Watson moved to reconsider the vote by which CSSB 784 failed to receive an affirmative vote of the majority of the committee membership; without objection, it was so ordered.

 

Senator Taylor moved that SB 784 be left pending; without objection, it was so ordered.

Senator Campbell sent up a committee substitute.  The chair recognized Senator Campbell to explain the difference between the committee substitute and the senate bill as filed.  Senator Campbell moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Campbell moved that SB 1182 do not pass but that CSSB 1182 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 1 nay, 1 present not voting, and 1 absent.

Senator Paxton sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.  Senator Paxton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Paxton moved that SB 1374 do not pass but that CSSB 1374 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Bettencourt moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 8:08 PM Senator West assumed the chair.

There being no further business, at 9:08 PM Senator Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
