Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Education was held on Wednesday, May 1, 2019, in the Senate Chamber.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

At 10:00 AM Senator Lucio, Jr. assumed the chair.

The chair laid out as a matter of pending business HB 3 and recognized the Senate sponsor, Senator Taylor, to explain the bill. 

Senator Taylor moved to withdraw a committee substitute sent up at a previous hearing.

Senator Taylor sent up a new committee substitute.  The chair recognized Senator Taylor to explain the difference between the new committee substitute and the house bill as engrossed. 

Senator Taylor moved adoption of the new committee substitute; without objection, it was so ordered.

Senator Taylor moved that HB 3 do not pass but that CSHB 3 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 3 present not voting, and 0 absent.

Senator Taylor resumed the chair.

There being no further business, at 10:47 AM Senator Taylor moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
