The Chair called the meeting to order at 1:04 PM. There being a quorum present, the following business was transacted:

Upon a motion by Senator Hinojosa, and without objection, public testimony for the February 6, 2019 hearing was limited to two minutes.

The Chair laid out as a matter of pending business SB 1.

Invited testimony was heard on SB 1 – Article II.  Witnesses testifying and registering are shown on the attached list.

Health and Human Services Commission

Office of Inspector General

Texas Civil Commitment Office

Department of State Health Services

Special Provisions Relating to All Health and Human Services Agencies

Senator Nelson moved that SB 1 be left pending; without objection, it was so ordered.

There being no further business, at 4:15 PM Senator Nelson moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
