Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Friday, May 17, 2019, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 9:03 AM. The following business was transacted:

 

Senator Perry assumed the chair.

 

The chair laid out HB 4347 and recognized the Senate sponsor, Senator Nelson, to explain the bill.

 

Senator Nelson sent up a committee substitute.  The chair recognized Senator Nelson to explain the difference between the committee substitute and the house bill as engrossed. 

 

The bill was temporarily left pending.

 

The chair laid out HB 3317 in lieu of SB 2179 and recognized the Senate sponsor, Senator Nelson, to explain the bill.

 

Senator Nelson sent up a committee substitute.  The chair recognized Senator Nelson to explain the difference between the committee substitute and the house bill as engrossed. 

 

The bill was temporarily left pending.

 

Senator Nelson resumed the chair.

 

The chair laid out HB 2611 and recognized the Senate sponsor, Senator Perry, to explain the bill.

 

The bill was left pending.

 

The chair laid out HJR 82 and recognized the Senate sponsor, Senator Flores, to explain the bill.

 

The bill was left pending.

 

The chair laid out HB 1607 in lieu of pending bill SB 1081 and recognized the Senate sponsor, Senator Taylor, to explain the bill.

 

Senator Taylor moved that HB 1607 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Nelson recommended that HB 1607 be recommended for the Local and Uncontested Calendar.

 

Senator Hinojosa assumed the chair.

 

Senator Nelson moved adoption of the committee substitute for HB 3317; without objection, it was so ordered.

 

Senator Nelson moved that HB 3317 do not pass but that CSHB 3317 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Nelson resumed the chair.

 

The chair laid out HB 4032 in lieu of SB 1669 and recognized the Senate sponsor, Senator Taylor, to explain the bill.

Senator Nichols moved that HB 1243 do not pass but that CSHB 1243 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 12 ayes, 2 nays, 0 present not voting, and 1 absent. 

 

The chair laid out as a matter of pending business HJR 5 and recognized the Senate sponsor, Senator Kolkhorst, to explain the bill.

 

Senator Kolkhorst moved to reconsider the vote by which the committee substitute was adopted at a previous hearing. Without objection, it was so ordered.

 

Senator Kolkhorst moved to withdraw the committee substitute. Without objection, it was so ordered.

 

Senator Kolkhorst sent up a new committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the house bill as engrossed.  Senator Nelson moved adoption of the committee substitute; without objection, it was so ordered.

Senator Birdwell submitted a motion in writing asking to be shown voting aye on HB 1243, HB 1607 and HB 3317.

 

Senator Campbell submitted a motion in writing asking to be shown voting aye on HB 1401, HB 3225, HB 3317, HB 4032, HB 4542, HJR 5 and HJR 38.  Senator Campbell asked to be shown voting nay on HB 1243 and HB 4347.

 

Senator Huffman submitted a motion in writing asking to be shown voting aye on HB 1243, HB1401, HB 1607, HB 3225, HB 3317, HB 4032, HB 4347, HB 4542, HJR, 5, and HJR 38.

 

Senator Kolkhorst submitted a motion in writing asking to be shown voting aye on HB 1401, HB 3225, HB 4542 and HJR 38.

 

Senator Perry submitted a motion in writing asking to be shown voting aye on HB 4032 and HB 4347.
