Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Higher Education was held on Wednesday, March 6, 2019, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:04 AM. There being a quorum present, the following business was transacted:

The following members arrived after the roll was called: Senators Bettencourt and Menendez

The Chairman made opening remarks and introduced committee staff. The Chairman recognized other members to make opening statements and introduce their staff representatives.

Senator Flores moved adoption of the committee rules. There being no objection, it was so ordered.

Invited witnesses testifying and registering are shown on the attached list.

There being no further business, at 10:37 AM Senator West moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
