Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Wednesday, April 17, 2019, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:02 AM. There being a quorum present, the following business was transacted:
The following members arrived after the roll was called: Senator Judith Zaffirini, Senator Bryan Hughes, Senator Borris Miles, Senator Angela Paxton, and Senator Beverly Powell.
The chair laid out HB 1422 and recognized the Senate sponsor, Senator Buckingham, to explain the bill. Senator Hancock sent up a committee substitute. The chair recognized Senator Buckingham to explain the difference between the committee substitute and the senate bill as filed.
Senator Hinojosa moved that testimony be limited to 2 minutes per witness; without objection, it
was so ordered.

At 8:37 AM, Senator Birdwell moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
Pursuant to a motion made on the Senate floor by Senator Birdwell to suspend Senate Rules
11.10 and 11.18 that afternoon, the chair reconvened the Senate Committee on Natural
Resources & Economic Development at 2:40 PM at Senator Birdwell's Desk along the back
railing of the Senate Chamber.
The chair laid out as a matter of pending business SB 1055. Senator Zaffirini moved that SB 1055 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Zaffirini moved adoption of the committee substitute; without objection, it was so ordered. Senator Zaffirini moved that SB 2070 do not pass but that CSSB 2070 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 11 ayes, 0 nays, 0 present not voting, and 0 absent.
