The chair called the meeting to order at 8:00 AM. There being a quorum present at 8:42 AM, the following business was transacted:
The following members arrived after the roll was called: Senator Peter Flores, Senator Bryan Hughes, Senator Borris Miles, Senator Angela Paxton, and Senator José Rodríguez.
Senator Flores moved that testimony be limited to 2 minutes per witness; without objection, it
was so ordered.
The chair laid out SB 1400 and recognized the author, Senator Campbell, to explain the bill. Senator Flores sent up a committee substitute. The chair recognized Senator Campbell to
explain the difference between the committee substitute and the senate bill as filed.

The chair moved that the public testimony be closed; without objection, it was so ordered.

Pursuant to a motion made on the Senate floor by Senator Birdwell to suspend Senate Rules
11.10 and 11.18 that afternoon, the chair reconvened the Senate Committee on Natural
Resources & Economic Development at 4:49 PM at Senator Birdwell's Desk along the back
railing of the Senate Chamber.
