Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Property Tax was held on Wednesday, February 6, 2019, in the Capitol Extension, Room E1.012, at Austin, Texas.

The chair called the meeting to order at 8:04 AM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Hinojosa

 

Chair recognized members of the committee to make introductory remarks and to introduce staff.

 

Senator Paxton moved adoption of the committee rules. There being no objection, it was so ordered.

 

Senator Paxton assumed the chair.

 

The chair laid out SB 2 and recognized the author, Senator Bettencourt, to explain the bill.

 

Senator Bettencourt sent up a committee substitute.  The chair recognized Senator Bettencourt to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Bettencourt resumed the chair.

 

Invited witnesses testifying and registering on the bill are shown on the attached list.

 

At 9:56 AM Senator Bettencourt moved that the Committee stand recessed until 12:30 PM or 30 minutes after the State of the Judiciary. Without objection, it was so ordered.

 

At 12:36 PM Senator Bettencourt reconvened the meeting.

 

Invited witnesses testimony resumed, see attached witness list.

 

Senator Hancock moved that public testimony be reduced from three minutes to two minutes. There being no objection, the motion prevailed by unanimous consent.

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Paxton moved that SB 2 be left pending; without objection, it was so ordered.

 

Senator Bettencourt resumed the chair.  

 

There being no further business, at 11:05 PM Senator Bettencourt moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
