Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Property Tax was held on Thursday, April 25, 2019, at the rail near Senator Birdwell's Desk in the Senate Chamber.

The chair called the meeting to order at 2:24 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business SB 894.

 

Senator Creighton moved that SB 894 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1876.

 

Senator Paxton moved that SB 1876 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 2345.

 

Senator Creighton moved adoption of the committee substitute that was explained at a previous hearing; without objection, it was so ordered.  

 

Senator Creighton moved that SB 2345 do not pass but that CSSB 2345 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SJR 74.

 

Senator Creighton moved that SJR 74 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business HB 440.

 

Senator Hinojosa moved that HB 440 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out HB 1409 in lieu of SB 701.

 

Senator Paxton moved that HB 1409 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Paxton moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.  

 

The chair laid out HB 1802 in lieu of SB 1429.

 

Senator Hancock moved that HB 1802 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hancock moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Paxton assumed the chair.

Senator Bettencourt moved that SB 1309 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
