Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Texas Ports, Select was held on Wednesday, March 27, 2019, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 3:55 PM. There being a quorum present, the following business was transacted:
The following members arrived after the roll was called: Senator Kolkhorst, Senator Lucio, and Senator Taylor
Senator Alvarado assumed the chair.
The chair laid out SB 2222 and recognized the author, Senator Creighton, to explain the bill.
Senator Creighton sent up a committee substitute.
The chair recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed.
Senator Creighton resumed the chair.
The chair laid out SB 1915 and recognized the author, Senator Alvarado, to explain the bill.
Senator Nelson sent up a committee substitute.
The chair recognized Senator Alvarado to explain the difference between the committee substitute and the senate bill as filed.
Witnesses testifying and registering on SB 2222 and SB 1915 are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Alvarado moved to withdraw the proposed committee substitutes to SB 2222 and SB 1915. There being no objection, it was so ordered.
Senator Alvarado moved that SB 2222 and SB 1915 be left pending; without objection, it was so ordered.
Senator Alvarado resumed the chair.
The chair laid out SB 2223 and recognized the author, Senator Creighton, to explain the bill.
Senator Creighton sent up a committee substitute.
The chair recognized Senator Creighton to explain the difference between the committee substitute and the senate bill as filed.
Witnesses testifying and registering on the bill are shown on the attached list.

There being no further business, at 5:48 PM Senator Alvarado moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
