The chair called the meeting to order at 1:53 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called: Senator Lucio and Senator Schwertner.

 

The chair recognized Army National Guard Member, Sgt. Brandon Gajeton, lead the committee in the pledges of allegiance to the United States and Texas flags.

 

Senator Hall moved adoption of the minutes from the previous hearing held on April 24, 2019; without objection, it was so ordered.
