Pursuant to suspension of Senate Rules 11.10, 11.13 and 11.18, a public hearing of the Senate Committee on Water & Rural Affairs was held on Tuesday, April 23, 2019, in the Betty King Committee Room at Austin, Texas.

The Chair called the meeting to order at 11:29 AM. There being a quorum present, the following business was transacted:

 

The Chair laid out SB 2452 by Senator Lucio and recognized Senator Creighton for a motion. Senator Creighton moved to reconsider the vote by which SB 2452 was favorably reported to the full Senate during the April 17 meeting; without objection it was so ordered. Senator Creighton sent up a committee substitute. Testimony on the committee substitute was heard at the April 15 meeting and remained closed. Senator Creighton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Creighton moved that SB 2452 do not pass but that CSSB 2452 be reported back to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The Chair laid out SJR 79 by Senator Lucio and recognized Senator Creighton for a motion. Senator Creighton moved to reconsider the vote by which SJR 79 was favorably reported to the full Senate during the April 17 meeting; without objection it was so ordered. Senator Creighton sent up a committee substitute. Testimony on the committee substitute was heard at the April 15 meeting and remained closed. Senator Creighton moved adoption of the committee substitute; without objection, it was so ordered.

 

Senator Creighton moved that SJR 79 do not pass but that CSSJR 79 be reported back to the full Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 0 absent.

 

There being no further business, at 11:31 AM Senator Creighton moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
