A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the use of demand response technology to reduce energy |
|
consumption in state-owned buildings. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter I, Chapter 2166, Government Code, is |
|
amended by adding Section 2166.4021 to read as follows: |
|
Sec. 2166.4021. DEMAND RESPONSE TECHNOLOGY FOR STATE |
|
BUILDINGS. (a) The commission by rule shall adopt guidelines for |
|
the required use of demand response technology in state-owned |
|
buildings, including buildings otherwise exempt from this chapter |
|
under Section 2166.003, to reduce energy consumption for the |
|
buildings in response to energy supply constraints. |
|
(b) The guidelines adopted under Subsection (a) must |
|
require the remote reduction of building energy consumption by at |
|
least 30 percent during: |
|
(1) weather or energy emergencies; and |
|
(2) peak demand days as determined by the independent |
|
organization certified under Section 39.151, Utilities Code. |
|
SECTION 2. The Texas Facilities Commission shall adopt the |
|
guidelines required by Section 2166.4021, Government Code, as added |
|
by this Act, not later than February 1, 2022. |
|
SECTION 3. This Act takes effect on the 91st day after the |
|
last day of the legislative session. |
