Amend house committee report for HB 9 by adding the following new SECTION and renumbering subsequent SECTIONS accordingly:

(1)  SECTION 8. PROHIBITION ON EXPENDITURES. None of the funds appropriated by this Act may be expended to construct or renovate a physical barrier, wall, or other construction project creating a permanent barrier on public or private land bordering this state and Mexico.
