R E S O L U T I O N
         WHEREAS, David W. Leebron is stepping down as president of
  Rice University on June 30, 2022, after 18 years of dedicated
  service to the institution; and
         WHEREAS, Mr. Leebron was appointed as the seventh president
  of Rice in 2004, and he has guided the school through a period of
  tremendous progress; under his leadership, the growing student
  population has become more diverse, and applications for enrollment
  have quadrupled; moreover, he has helped increase financial support
  for research initiatives, and he has overseen various updates to
  the campus, including the addition of new buildings and numerous
  renovation and construction projects; along the way, he has also
  worked as a member of the political science faculty at the
  university, and he authored a textbook on international human
  rights; and
         WHEREAS, An alumnus of Harvard College, Mr. Leebron
  graduated from Harvard Law School in 1979, and he went on to work as
  a law clerk for Judge Shirley Hufstedler on the 9th Circuit Court of
  Appeals in Los Angeles; he held teaching positions at the UCLA
  School of Law, the New York University School of Law, and Columbia
  Law School, where he was later appointed dean and the Lucy G. Moses
  Professor of Law; he also served as a visiting Fellow and professor
  at universities in Germany; among his many accolades, he has
  received several international honors, and he and his wife,
  university representative Y. Ping Sun, were selected as
  International Executives of the Year by the Greater Houston
  Partnership; and
         WHEREAS, Through his visionary leadership, David Leebron has
  played a vital role in advancing the proud legacy of Rice
  University, and his achievements will continue to be appreciated
  for many years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 87th Texas
  Legislature, 2nd Called Session, hereby commend David W. Leebron
  for his service as president of Rice University and that he be
  extended sincere best wishes for the future.
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Leebron as an expression of high regard by the
  Texas House of Representatives.
