SENATE RESOLUTION
         WHEREAS, For more than a half century, the East Texas
  Council of Governments has demonstrated an exceptional
  commitment to improving the quality of life in the communities it
  serves; and
         WHEREAS, Founded on June 8, 1970, ETCOG promotes
  cooperation among local governments in East Texas on issues
  related to health, safety, general welfare, and planning for the
  future; the organization's many initiatives include an emergency
  call delivery system, peace officer training, business finance
  programs, and environmental grant funding as well as services for
  homeland security planning, rural transportation, workforce
  development, and senior care; and
         WHEREAS, A voluntary association of counties, cities,
  school districts, and special districts, ETCOG benefits from the
  able leadership of executive director David Cleveland; the
  organization currently serves more than 870,000 people across
  10,000 square miles of Texas in the counties of Anderson, Camp,
  Cherokee, Gregg, Harrison, Henderson, Marion, Panola, Rains,
  Rusk, Smith, Upshur, Van Zandt, and Wood; and
         WHEREAS, The East Texas Council of Governments provides
  leadership, education, and financial resources to its 14-county
  region, and it is indeed deserving of special recognition for its
  many outstanding contributions; now, therefore, be it
         RESOLVED, That the Senate of the 87th Texas Legislature,
  3rd Called Session, hereby commemorate the 50th anniversary of
  the East Texas Council of Governments and extend to all those
  associated with the organization sincere best wishes for
  continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for the council as an expression of high regard by the
  Texas Senate.
