Amend CSHB 3 (house committee printing) by adding the following appropriately numbered SECTION to the bill and renumbering the SECTIONS of the bill accordingly:

SECTION ____.  Section 418A.103, Government Code, as added by this Act, applies only to a political subdivision the presiding officer of the governing body of which issues an order requiring the closure of a private business in response to a pandemic disaster, as defined by Section 418A.003, Government Code, as added by this Act, on or after the effective date of this Act.
