Amend CSSB 1 (house committee printing) in Article I of the bill, following the appropriations to the Office of the Governor (page I-51), by adding the following appropriately numbered rider:
____. Reduction of Appropriated Money following Disaster Declaration Without Convening the Legislature. If during the 2022 fiscal year, should the governor issue a new order or proclamation or renew an order or proclamation declaring a state of disaster or emergency that exists in at least two-fifths of the counties of this state and fails to convene the legislature for a special session within 60 days of issuing or renewing such order or proclamation, the comptroller shall reduce all 2023 appropriations, constitutionally required appropriations excepted, to the Office of the Governor to zero.
