Amend CSSB 1 (house committee report) by adding the following appropriately numbered rider to Article I of the bill following the appropriations to Trusteed Programs within the Office of the Governor (page I-54):

____.  Restriction on Grants. It is the intent of the legislature that no money appropriated above to the Trusteed Programs within the Office of the Governor be used to award a grant to any person who is not a citizen or national of the United States and is unlawfully present in the United States under the federal Immigration and Nationality Act (8 U.S.C. Section 1101 et seq.).
